What free video editing software is available that can cut up video and movie it around in time?

I have one long video that is out of order and I need to move scenes around. I’d like to be able to do it frame-by-frame in certain parts if possible. I’d also like to put my own audio tracks over it and scrolling text ( although I suppose I could take the cut up video and stick it in Windows Movie Maker afterward). Any ideas?
