Depends on the type of camera you have.

Check out StashSpace.Com they have a free software that provides a do it yourself option using a firewire cable. They also offer a video transfer service ($6.95/tape) if you have anolog video. I like them because you can use their video editor to watch your tapes and easily trim your video. This would work great for you to just get the last 30mins from your tapes.
References :
http://www.stashspace.com

Assuming you've got a MiniDV or Digital8 camcorder you can capture the video via firewire. If your laptop hasn't already got one you'll need to install a firewire card. They're cheap, easy to install and readily available but make sure you check whether your laptop uses Express or PCMCIA cards. You'll also need a firewire cable.

Using Windows Movie Maker you can select which parts of the tape you want to capture - make sure you start a few seconds before the bit you want and finish a few seconds after.
References :
AVS Video Capture - Transfer video from DV and VHS cams to hard drive and create home video DVDs. Capture video from WEB cameras. Encode video directly to MPEG-2 instead of native hardware uncompressed video format and save free space on your computer.
